Dependency on {{commons-cli}} is needed only because {{DFSUtil}} depends on it
(so it needs to be on the classpath to load that class).
However, HDDS-3678 removed usage of {{DFSUtil.addPBProtocol}}. So I think we
could remove dependency on {{commons-cli}}.
