This Jira should make it so that when a container has all UNHEALTHY replicas,
DatanodeAdminMonitor receives the ContainerReplicaCount object which can handle
decommissioning UNHEALTHY containers. One way to fix this is to use the API
that HDDS-9729 introduces. Another way is to do something like HDDS-9737.
