Review Comment:
   The original idea at the time was to add an `update` event handler for 
deleted tables because the size of the `keyInfoList` could change when new keys 
with similar names were deleted. This change would then impact the overall 
count and size of the deleted keys.
   
   But since we are no longer storing duplicate keys in RepeatedOmKeyInfo we do 
not require any update event handler.
