was missed in the review of HDDS-5560. We should handle it in this follow up.
{quote}StorageVoluemUtil#getClusterID will throw an exception if the volume
level version file's cluster ID does not match the one received from SCM. We
should probably wait until all the volumes have been loaded to persist the
cluster ID to the DN version file. This means it will not be persisted unless
the SCM cluster ID matches the datanode cluster ID.
