Description:
HDDS-9879 introduces the option to enable Ratis (SCM HA) in a non-Ratis
(non-HA) cluster. We must add acceptance tests to verify this functionality and
ensure that Ozone's functionality is not broken after enabling Ratis in a
non-Ratis cluster.
