Description:
LogAppenderWaitTimeMin in OzoneManagerRatisServerConfig is by default set to 0
which was causing timeouts in few integration tests
[PR#5412|https://github.com/apache/ozone/pull/5412] and
[PR#6026|https://github.com/apache/ozone/pull/6026#issuecomment-1902036996]. To
fixed the tests, LogAppenderWaitTimeMin was set to 10ms.
Ideally this setting should be same as in production code and it is not the
case here.
This task is to assess if default 0 is surfacing an actual production issue or
it is just a test setup issue. If it is an production issue, we need to update
it properly.
