Summary: Container Report admin command displays incorrect value
immediately after SCM restart

Container Report which serves as the output for {{ozone admin container
report}} command is generated only after the first run of replication Manager,
until then the command's output is incorrect.
We should show some error message instead of returning incorrect values.
