Resolution: Won't Fix
Status: Resolved (was: Patch Available)
PR labeling requires the workflow to run on `pull_request_target`, which has
more permissions than `pull_request`. Since the existing title check is running
code checked in to the repo, we should leave these separate to not grant extra
permissions to the version of the title check script that could be submitted in
a PR.
