I have gone through the code. Here we are creating the cluster with the
combination to SCM container placement policy with the legacy enabled/disabled.
With each case we will have to create a fresh cluster and do not see any scope
of improvement here.
Whereas the testing for two more policies SCMContainerPlacementRackScatter and
PipelinePlacementPolicy are not covered. Do you suggest to add and test it or
shall we go ahead to close this tickets.
