Summary: Fail Datanode Decommission Early

Implement logic to fail Datanode decommission early when possible. The criteria
for failing early is not having sufficient number of Datanodes in the cluster.
For example, a cluster with 10 Datanodes and some EC 6-3 containers cannot have
more than 1 Datanode decommissioned.
