Container Balancer currently sorts containers by their size and prefers
selecting larger containers for moving. But I am seeing situations where it
moves 0 byte containers. Some containers even have negative size due to an
unknown bug and balancer is selecting these for moves. We should add a check
for only moving containers with size > 0.
