Summary: Add a configuration option for compliance mode

{{ozone.compliance.mode}} or something similar should be a configuration
option, and with that Ozone should be able to locate some kind of an SPI or
additional config that can contain definitions for a specific jurisdictions
codename.
As we don't know upfront which jurisdictions will have a relevant set of rules,
we can make it easy to add new jurisdictions based on this SPI or extra config,
that we can load based on this property from a fixed path.
