This is umbrella Jira to improve logs and debuggabiity capability for Potential
Issues arising in Recon : Sanity checks ->
# Add more informative logs when Recon fetches OM snapshot, but due to OM
leader instability or unexpected error, OM snapshot DB file received as empty
(No SST files or no data in volume/bucket/keys table).
# At every periodic sync task of recon for OM DB snapshot, last sequence
number should be logged which Recon OM DB is having before executing the task.
# Check for desired permissions of dirs/files under recon DB directory, else
log as warning.
