Create a whitelist configuration option for hdds.key.len. Use the
ozone.compliance.allowed prefix. This is needed because some compliance options
might require keys to have a certain length
This whitelist should just default to everything allowed ( * wildcard ), and
can remain unused for now as filtering is going to be added in HDDS-10604
