## What changes were proposed in this pull request? Currently, there is no check for snapshot diff operations. Similar to [HDFS](https://hadoop.apache.org/docs/stable/hadoop-project-dist/hadoop-hdfs/HdfsSnapshots.html#Get_Snapshots_Difference_Report), we should check if a user has read permission on the bucket. ## What is the link to the Apache JIRA HDDS-10434 ## How was this patch tested?
