Summary: Add Swagger API for Recon as a Docusaurus page

We already have a swagger API spec for Recon. We should add it as a page to the
new website. For reference, Apache Superset has a swagger API embedded in their
docusaurus site [here|https://superset.apache.org/docs/api/] using [Swagger
React UI|https://github.com/swagger-api/swagger-ui]. It looks like it's
interactive if the cluster is running on localhost already.
