Summary: Consider allowing reconciliation when not all replicas
have reached closed state

In HDDS-10372, all of a container's replicas must progress past the closing
state for any replicas of the container to be considered for reconciliation.
This Jira proposes allowing reconciliation to progress for the
closed/quasi-closed/unhealthy replicas only while the other ones have not yet
closed. Once they have closed, another round of reconciliation will bring them
in sync with the other replicas.
