Security related classes should use SecurityConfig instead of
OzoneConfiguration. In
SCMSecurityProtocolServer it's easy to switch this out.
Also move the checkIfCertSignRequestAllowed method from ScmUtils to
HASecurityUtils as it's a more proper place for it
