Description:
Security related classes in general should use SecurityConfig instead of
OzoneConfiguration. In SCMSecurityProtocolServer it's possible to switch this
out.
Also move the checkIfCertSignRequestAllowed method from ScmUtils to
HASecurityUtils as it's a more proper place for it
