Idea: Bring Ozone client (e.g. RegionServer) close to datanode pipeline leader
to reduce latency during intensive and frequent writes (e.g. RS WAL flushes).
In order to achieve that, add a capability to allow (a privileged?) Ozone
client to select a Ratis leader colocated on the same node? (Or if don't use
Ratis pipeline this won't be an issue anymore.)
