## What changes were proposed in this pull request? 1. Avoid unnecessary conversion to/from builder in `RequestValidations`. 2. Create `defaultValue` only if needed in `ValidatorRegistry`, and replace logic with `computeIfAbsent`. 3. `MethodAnnotationsScanner` is deprecated, replace as suggested in javadoc. https://issues.apache.org/jira/browse/HDDS-11139 ## How was this patch tested?
