We need tests around DataNode layout upgrade code to validate the following
operations are rejected until DataNode finalizes the upgrade to
HBASE_SUPPORT/Version 8.
* Incremental chunk list-based PutBlock should be rejected
* Block finalization should be rejected.
There's a lot of boilerplate code needed to implement this so open a new jira
to track it.
