Summary: Write test for bootstrap flow when backgound service like

Currently, bootstrap code is tested only when all the back ground services are
enabled. We should also add tests when services like SSTFiltering are disabled.
For example, HDDS-10138 was reported by manual test, not by CD/CI run as part
fo PR.
