[HDDS-11120|https://issues.apache.org/jira/browse/HDDS-11120] added some very
useful features to the Container Balancer Status command. However since it
completely changes the output of this command and its code, we should put it
behind a feature flag or a flag in the CLI. This will avoid breaking any
existing code that uses this command. We also need to fix some bugs that were
introduced with these changes.
