added some very useful features to the Container Balancer Status command.
However since it completely changes the output of this command and its backend
(SCM) code, we should consider putting it behind a verbose flag or introduce a
new command. We also need to fix some bugs that were introduced with these
changes. (was: [HDDS-11120|https://issues.apache.org/jira/browse/HDDS-11120]
added some very useful features to the Container Balancer Status command.
However since it completely changes the output of this command and its code, we
should put it behind a feature flag or a flag in the CLI. This will avoid
breaking any existing code that uses this command. We also need to fix some
bugs that were introduced with these changes.)
