Review Comment:
We don't need a countDown latch here. We have to just ensure that while the
KeyDeletingService a delete snapshot command didn't come in. From the next
iteration onward the keys for the bucket would be just ignored. The
snapshotDeletingService would run fine from the subsequent runs.
KeyDeletingService doesn't need to take a lock to run.
