We discussed updates on this in the US timezone community sync today. As a
first step [~sumitagrawl] and [~ritesh] are doing some benchmarks with
proof-of-concept ideas to see which changes offer the most performance
benefits. These will inform the proposals that will be presented in the design
doc.
