Summary: Improve container scanner metrics

There are numerous improvements to the container scanner metrics that can be
made. These include:
* Total run time of each scanner
* Update metrics for healthy or unhealthy container counts at the end of each
run in a batch, instead of incrementally.
After this task, it may be good to create a dashboard to track container
scanner progress.
