Summary: SCM finalizeUpgrade should log a message

After SCM finalizeUpgrade completes, it returns a message back to the client,
and client print a message in the console. However, SCM itself doesn't log a
message. It makes troubleshooting harder because we have no idea when it
started and completed.
Somewhere in here we should log messages:
