[~erose] I have split the original task into 2: First one being "Introducing
metrics in om" and second one being "consistent metrics in scm, om and dn" .
The current Jira would track OM metrics only (I have raised a PR already,
please do take a look if you can). HDDS-11640 will deal with SCM and DN.
