             Summary: Establish Ozone Datanode volume(/dataDir) management 
guidelines

Ozone Datanodes store the blocks in local storage volumes (JBOD). The blocks 
are grouped as containers at DNs. Datanodes themselves maintain those volumes 
to container mappings, and they persist in rocksDB within volumes.

This Jira is to discuss,( and/or test), and establish these volume management 
guidelines at DN.
 * Can we remove the volume and add another node? if yes how and what's the 
impact?
 * Can we remove the node and add it back to the same node? if yes how and 
what's the impact?
 * Can remove the volume while DN is running? if yes how and what's the impact?
 * Can I add volume while DN is running? if yes how and what's the impact?
 * Can we remove all volumes and replace them with a new set of volumes at DN? 
if yes how and what's the impact?
 * Can we remove raft/meta volume? if yes how and what's the impact?
 * Can we remove raft/meta volume and add it back? if yes how and what's the 
impact?
 * Let's discuss if there are more scenarios.
