The current implementation of the *{{finalizeLayoutFeatures}}* method in the
*{{ReconLayoutVersionManager}}* class can lead to an *inconsistent state*
during the Recon upgrade process. The issue occurs when the schema version
update in the *{{RECON_SCHEMA_VERSION}}* table fails after successfully
executing the upgrade action.
Since both the action execution and schema version update are within the same
try-catch block, a failure in updating the schema version can leave the system
in a {*}partial or inconsistent upgrade state{*}.
