Currently, the {{SafeModeRules}} are loaded by {{SafeModeManager}} in a
hardcoded way. This logic is moved to a factory class in HDDS-11694.
We can use annotations to load the {{SafeModeRules}}, which will simplify the
steps to add new rules in the future.
