HDDS-9273 changes the default volume choosing policy from
RoundRobinVolumeChoosingPolicy to CapacityVolumeChoosingPolicy. However the
ozone-default.xml still describes that it uses RoundRobinVolumeChoosingPolicy.
We need to update the ozone-default.xml to reflect the new default value and
also add tests to check whether the default value matches with
ozone-default.xml (IIRC there was already a test).
