Summary: Add ozone debug CLI to get keys that use a given container

In some cases Recon's container to key mapping may not have finished be
generated yet or Recon itself may be offline. In these cases it would be good
to have a backup {{ozone debug}} CLI that can take an OM DB instance and
construct the container to key mapping using that. It would be good to re-use
Recon code to do this if possible, maybe by moving it to a common module.
