Summary: Drop support for non-Ratis OM and SCM

All production Ozone deployments should be using 3 node Ratis for OM and SCM
for high availability. Test deployments can continue to use single node Ratis
for OM and SCM if needed. Ratis enabled OM and SCM has been the default for a
few years now, so we should be able to remove the code paths for non-Ratis OM
and SCM with minimal disruption as part of the 2.0 release.
We may need to update some of our docker images and their configurations as
part of this change.
