In OpenkeycleanupService, hsync cleanup may have ratis replay issue, if have
both openKey and Hsync key to be cleaned in the same iteration, as clientId and
CallId is same and called in same flow.
This is similar to [HDDS-11491|https://issues.apache.org/jira/browse/HDDS-11491]
