### Search before asking - [X] I searched in the [issues](https://github.com/apache/incubator-paimon/issues) and found nothing similar. ### Motivation Currently in order to use cdc ingestion to sync databases, user has to submit a MySqlSyncDatabaseAction in a Flink DataStream job or use flink run command.
