<!-- Please specify the module before the PR name: [core] ... or [flink] ... --> ### Purpose In our company's scenario, if the user configures the partition expiration related parameters in the table properties and sets write-only=true. When using an dedicated expire_partitions job, the user also needs to re-set these configurations in the procedure parameters. Two changes: 1. Prioritizes loading the table properties, overwriting those configurations if the procedure parameters is set. 2.
