Hi, thanks for asking. There isn't a dedicated team working on this project; all participants are contributing in their spare time. So the answer to "the non-jvm impl has been switched to another project" is "No". I’m personally experiencing some bandwidth issues when it comes to reviewing PRs and organizing issues.
