### Purpose
This PR is about to enable dynamic options for system table in flink.
For example:
```
SET 'paimon.*.*.blob_table.blob-as-descriptor' = 'true';
SELECT * FROM blob_table$row_tracking WHERE _ROW_ID = 1;
```
