### Purpose
- notifyCreation(String) throws UnsupportedOperationException breaking the
TagCallback contract.
- The snapshot id is available to the iceberg compat layer, TagManager
persists the tag file before invoking a callback.
- Ensure we can support Tagmanager notify creation based on the tag id.
