### Purpose Linked issue: N/A Introduce the missing CMake build configuration files from the migration source checkout, excluding the lumina, jindo, and lance directories as requested. This PR adds the root project CMake configuration, examples wiring, core/module CMake files, format CMake files for avro/blob/orc/parquet, local filesystem wiring, lucene index wiring, testing utilities, and integration test wiring. Optional lumina, jindo, and lance subdirectories remain guarded by their corresponding build options and are not included in this migration. All migrated CMake files have been updated from the Alibaba copyright header to the ASF license header. No third-party LICENSE or NOTICE updates are required for this batch.
