Follow up on #9000. ### What changed - Enable native split planning by default in the Python 3.11 test lane. - Keep Python 3.10 as the Python-planner lane. - Fail the native lane unless ordinary tests actually exercise native plans. - Keep tests that explicitly verify Python planner behavior on the Python planner. - Verify the pypaimon-rust version/API and run pip check. ### Validation - Native unit and integration tests: 38 passed. - Forced-native regression: 467 passed, 16 deselected; 358 native plans exercised. - flake8 and git diff --check passed. -- This is an automated message from the Apache Git Service.
