   ## Summary
   
   - Add Python encoding and decoding for the unframed Java 
`CommitMessageSerializer` v14 body, including separate data and compact 
increments, current data-file metadata, index metadata, and nullable 
`checkFromSnapshot`.
   - Align Python row-id baseline validation with Java: non-null values must be 
equal and nonnegative, row-id file messages must carry the baseline, and reused 
committers clear a previous baseline.
   - Reconstruct local bucket paths during abort after decoding a message. 
Reject compact increments at the commit entry points until Python can create 
Java's separate COMPACT snapshot.
   
   ## Verification
   
   - Compared Python bytes with three payloads generated by Java v14: empty, 
index, and nested deletion-vector/global-index metadata.
   - `PYTHONPATH=paimon-python python -m pytest -q 
paimon-python/pypaimon/tests/commit_message_serializer_test.py 
paimon-python/pypaimon/tests/file_store_commit_test.py 
paimon-python/pypaimon/tests/table_commit_test.py

skipped.
   - `git diff --check` passed.
   
   The serializer body carries no version header; callers carry version 14 
alongside the bytes, as Java's enclosing serializer does. This PR supplies the 
Python wire format for a later native commit bridge.
