We do not need this level of defensive validation here. The plan is trusted
internal metadata produced by the reassignment writer; this case requires a
deliberately malformed count with a matching recomputed checksum. No change
needed for this PR.

writer generates the plan filename in the expected format, and these properties
are treated as trusted internal metadata. Handling deliberately forged property
values is outside the scope of this PR. No change needed.
