### Purpose The C read path reconstructs `TableRead` without carrying `ResourceContext`, so C callers cannot share a reader reservation budget or inspect its metrics. Resource exhaustion also falls back to the generic C error code. ### Brief change log - Add a C resource context handle, reservation metrics, and a dedicated resource exhaustion error code. - Carry the context through the read builder and bind it when constructing the Arrow read stream. ### Tests - Verify shared admission, exhaustion during stream consumption, and reservation release through the C API. - `cargo test -p paimon-c` (78 passed); `cargo fmt --all -- --check` (passed). ### API and Format Additive C API and error code `6`; no storage format change. ### Documentation Document budget usage, handle lifetime, and estimate-based metric semantics. -- This is an automated message from the Apache Git Service.
