Requirement fit: **UNSUPPORTED on current `main`**. I am closing this PR because the end-to-end read behavior it proposes is already implemented by #950 (`b2f1eb3c`): `build_column` already dispatches VECTOR to a `FixedSizeList` decoder with length and null handling. The two implementations touch the same code and this branch now has a merge conflict in `avro.rs`. The existing main implementation also rejects a present non-array value as invalid data; this PR would treat it as a null vector. I reviewed the full diff and ran `cargo test --offline --locked -p paimon --lib arrow::format::avro::tests` on head `0028c287`: 37 passed. The added tests exercise in-memory Avro `Value`s; they do not establish a remaining Java-written Avro file interoperability gap.
