Reviewed head `2c37f97` for production. The change has measurable end-to-end value for repeated native REST scans: it reuses the resolved REST response and the native table/FileIO state so a second plan avoids remote file-size requests, while a new snapshot still appears. The cache key includes the response, table identity, and catalog options; custom IO loaders fall back to the existing path, and forked or serialized workers create their own state. Local focused tests passed: `native_plan_test.py`, `native_plan_rest_test.py`, and `native_plan_resolved_schema_test.py` yielded 62 passed plus 46 subtests (100 optional native cases skipped in this local Python environment). The Native CI and Python 3.6–3.13 matrix are green, and `git diff --check` passed. The Native CI includes the HTTP HEAD/GET reuse test.
