Manifest reads now pass Snapshot and `ManifestFileMeta` sizes to the local cache, avoiding redundant `FileIO.get_file_size()` calls during cold scans. New Python commits record manifest-list sizes from the bytes written; older snapshots retain the existing lookup. Java has used these Snapshot fields since [#5224](https://github.com/apache/paimon/pull/5224). Validation: 170 tests and 67 subtests passed, plus full Python Flake8 and Python 3.6 syntax checks. A cold scan makes no `get_file_size()` calls for manifest paths when sizes are present; legacy snapshots still fall back.
